David L. Norquist
January 21, 2021: David L. Norquist will serve as the Acting Secretary of Defense for the Biden Administration. He will serve in this capacity until the new Secretary of Defense receives confirmation from Congress. President-Elect Biden’s Defense Secretary Nominee is Lloyd Austin. Mr. Norquist has 30 years of experience in federal financial management and national security. He began his career as a Presidential Management Fellow and Program Budget Analyst for the Department of the Army. He then went on to serve as a Professional Staff Member on the House Appropriations Committee, Subcommittee on Defense. He served as the Deputy Under Secretary of Defense in the Office of the Comptroller from 2002-2006. Mr. Norquist was selected by President George W. Bush to be Chief Financial Officer at the Department of Homeland Security in 2006. He was the first Senate-confirmed Chief Financial Officer for the Department. He then served as a Partner with Kearny and Company, a certified public accounting firm focused exclusively on the federal government. Mr. Norquist was appointed as the Under Secretary of Defense (Comptroller)/Chief Financial Officer on June 2, 2017. He currently serves as the 34th Deputy Secretary of Defense, a position he has held since July 31, 2019. Mr. Norquist holds both a B.A. in Political Science and a Master’s Degree in Public Policy from the University of Michigan and a Master’s Degree in National Security Studies from Georgetown University. He is also a Certified Government Financial Manager (CGFM).
